We adopted our son from Russia in 2000 and are in the process of adopting a little girl.  The new rules and regulations have slowed us down this time.  Russia does seem to change their laws often.  Find a good agency and they should be able to help you through it.  Nothing is difficult, it just takes time to track down the paperwork!
